Scenario Building blocks and Scenario Building Tool

The Scenario Builder is a digital software tool designed to create and manage detailed CBRN training scenarios in a structured and consistent way. It provides an interactive environment where users can define all essential elements of a CBRN incident. Using a guided interface, the tool allows users to assemble complete scenarios, validate their coherence, and store them as reusable digital models. Scenarios can then be executed within the digital environment to simulate incident progression and support training preparation.

In more detail, the tool supports exercise planners, trainers and facilitators throughout scenario preparation and execution. Users can configure organisations, roles, participants and communication groups; define the scenario context, category, duration and start and end conditions; and organise the exercise into storylines containing timed injects. Injects can be used to send information from selected participants to designated receiver groups or to represent map-based actions involving locations and exercise resources. During execution, facilitators can follow the scenario timeline, monitor inject delivery and manage exercise progression. This structured approach improves consistency, coordination and repeatability, while allowing completed scenarios to be adapted and reused for different training objectives and operational contexts.
